Abstract
Children are gift from God who should always be preserved and built wel, and the dignity of the child must be protected so that in the future these children can be useful and beneficial. Children have unstable emotional condition so they need to be guide and contro. Delinquency can be caused by various factors, family, environment, or neighborhood. Efforts to control cases of children in conflict with the law must be distinguished from the handling of criminal case of adults, because of mental and maindset of the children are still in its infancy so children need an intensive traning by behold to the rights of the child and child development especially the rights of children tov get education, guidance, love and freedom to play for the better growth.
