Abstract

The title of this law research is “The Change of Agricultural Land Use to Non-Agricultural in Purbalingga by the applicability of the Regional No. 5 of 2011 on Spatial Plan in Purbalingga from 2011 until 2013”. The change of agricultural land use or over the function of agricultural land in Purbalingga regency has been raising along with the increase of industry, commerce, and tourism. This research employs empirical legal research. Emprical legal research is a research which focuses on people’s behavior and this research requires primary data as the main source in addition to secondary data. After undertaking research, the researcher concludes that the change of agricultural land use in Purbalingga does not proceed spatial planning in Purbalingga and the converted lands are not lands of sustainable crops. The researcher suggests the Government to make socialization and to give administrative punishment to those who violate the agricultural land conversion license, also to create thorough spatial planning.
