Abstract

This essay discuss about law enforcement by the Yogyakarta Police department for violation of Article 134 letter G in Indonesian law Number 22 of 2009 on traffic and road transport. Which explained that the motorcycle convoy group is not classified as Convoy Criteria like it said in this article. However the this Convoy still operating their activities like doing convoy in the street and even they had permission and escorted by Yogyakarta Police which cause misunderstanding and inequity by the society. The purpose of this study is to know about the law enforcement of Yogyakarta Police Department to ensure the application this. The Problem Formulation in this research involve two formulation which is first is how Police Department react to the offenders of Article 134 letter G, and the second is what is the problems that Yogyakarta Police Department face to ensure the law enforcement of this law. This Legal Research conducted in Normative way. In this Research it can be concluded that first Yogyakarta Police Department only told the member this convoy Group about the terms before they doing the convoy, however if this terms is violated the police will take an action such as giving the offender administrative sanction and criminal sanction. The second is the problems that Yogyakarta Police face in this situations is the difficulties to determine the offender of this Article, because the member of this convoy were very numerous plus they had lack of coordination. The third is society still not understand the meaning of discretionary powers of police
