Abstract

The circulation of narcotics, psychotropic, and other additive substances in Special District of Yogyakarta is considered as apprehensive. The role of Indonesian Police in revealing Narcotics network is required. It is because in the concept of society's safety and discipline (Kamtibmas), Indonesian Police (Polri) is a closest institution and has direct relationship with society life. Indonesian Police also becomes law apparatus given authority formally to overcome cases concerning narcotics abuse. This thesis is aimed to know Indonesian Police's strategies in revealing narcotics networks in Special District of Yogyakarta and obstacles encountered. This is juridical empirical research with qualitative method. Based on the result of this research, known that Indonesian Police's strategies in revealing Narcotics networks in Special District ofYogyakarta are: a. Coordinating with society, b. Delving information with addict formers/informants, c. Observing, d. surveillance, e. Undercover Agent, f. Controlled Delivery, g. coordinating or cooperating with Immigration Agent. The obstacles encountered by Indonesian Police in revealing narcotics criminal offence network are: a. Personnel's lack of the lack of special skill, b. the society less knows the narcotics characteristics. Therefore, it needs efforts to solve the obstacles by: Routine practice as an alternative to overcome special skill/education lack on revealing narcotics criminal offence network; the counseling done by Indonesian Police as an effort of preventive overcominKof narcotics criminal offence and information distribution to society about narcotics characteristics.
