Abstract

As an Agriculture country, it is necessary for Indonesia to have regulation on agriculture and land. After the entry into force of the UUPA, national land rights in the form of freehold title, building right title, etc. Regulation concerning land ownership was also regulated by local governments. DIY land policy in particular is said to be one of them that is, Instruction of Yogyakarta Special Region No. K. 898 / I / A / 1975 of the Unification Policy Granting Land Rights To A Non-indigenous Indonesian citizen. The implications of such instructions are Indonesian citizens of Chinese group can have land rights other than right of ownership. This research has the formulation of the problem is how the provisions granting rights to the land to a non-native citizen in Yogyakarta? and whether the provisions granting rights to the land in accordance with the principle of equality in the UUPA. The purpose of this study was to determine how the provisions granting rights to the land to a non-native citizen in Yogyakarta and for determine whether the provisions granting rights to the land in accordance with the principle of equality in the UUPA. Conclusions from this study are the first is provisions granting rights to the land to a non-native citizen in Yogyakarta. The second is granting land rights are not in accordance with the principle of equality in the UUPA.
