Abstract

ABSTRACT The title of this legal writing is “The Implementation of Ownership for House on Stilts as Residential Home in Sedanau Island, Natuna Regency. Sedanau Island is almost 90% surrounded by the ocean and has the house on stilts above water as a residential home. The problem is how the implementation of ownership for house on stilts as residential home in Sedanau island, Natuna Regency. The type of this research conducted was empirical legal research. Data source was gained from primary data and completed by secondary data and also tertiary data. Data collection was conducted by interview to 19 respondents and four source persons. This researched was conducted in Sedanau Island, West Bunguran Sub district, Natuna Regency. The population totaled 190 head of household were the owner of above water house on stilts who used it as a residential home. Sample was taken randomly 10% from the total population. The data was then analyzed qualitatively. The conclusion was draw using inductive reasoning method. The implementation for using above water house on stilts as a residential home was not yet being regulate by the law especially in Sedanau Island. The owners of above water house on stilts don’t have the right of ownership to lands and only have the right to use. The central government need to regulate some law related to the ownership of house on stilts as residential home as soon as possible so that any other regions that similar to Sedanau Island could have the basic regulations for the ownership of above water house on stilts as a residential home.
