Abstract
Inland by ship is used to transport people and / or goods from one island to another, or from one city to another in an area, or from Indonesia to abroad. Ships that organize voyages must always be in perfect condition, both about the body of the ship, the equipment of the ship, and the manning. Syahbandar performs the safety and security functions of the voyage. But many ships have accidents that cause casualties. The importance of safety and security of shipping is the liability in the seaport, because the biggest problem in ship accident is the ability and expertise of a person in performing his duties and functions as Syahbandar. The purpose of this study is to know and analyze how to apply the liability of syahbandar in preventing shipwreck between islands and how to board the ship to get the sailing approval letter. The type of research conducted is normative legal research, research that focuses on positive legal norms in the form of legislation. The result of the research is ship coming and exit port must report to syahbandar, then do the inspection manually and through internet service. Syahbandar is expected to be thorough in conducting document checks. In order to prevent the occurrence of ship accidents, the vessel must comply with all applicable regulations under national and international conventions
