Abstract

Presidential Regulation No. 125 of 2016 on Refugee Handler from Abroad gives clear authority and instructions to local government that make the discovery, shelter, security and supervision of immigration. This new regulation is expected to be the solution for local government to treat the refugee. Special Religion of Yogyakarta as a part of Republic Indonesia also implements this regulation. However, the implementation to make protection for refugee also faced many problems. April 2017, all refugees had to move out from Yogyakarta due to some rejection. The method used in this study contains several things, namely the type of research and research data sources. The type of research data is normative legal research that focuses on positive legal norms. While the data source consists of primary legal materials and secondary legal materials. Based on the research that the authors do, it can be concluded that the protection of refugees from abroad in Yogyakarta has been implemented in accordance with the provisions of Presidential Regulation no. 125 of 2016 on refugee handling from abroad. However, there are still many shortcomings in handling, supervision and security. One of Author’s recommendation is to ratify the Geneva Convention 1951.
