Abstract

Every child has the dignity that should be upheld and every child born should get his or her right without demanding. This is agree with to the provisions of the Convention on the Rights of the Child ratified by the Indonesian government through Presidential Decree No. 36 of 1990, then also poured in Law No. 4 of 1979 on Child Welfare and the Law No. 23 of 2002 on Child Protection, which all of the laws propose principles general protection of children namely non-discrimination, best interests for children, survival and grows, and appreciates the participation of children. Child with disharmony family background would be more potential to seek their own environment outside families who can accept them. Therefore, the development and behavior patterns of children should be intensely supervised because the mindset of children who are still unstable and children as well still want to find their own identity and if not supervised, children can do things which is unexpected, such as committing a criminal act that caused the child to be charged criminal.
