Abstract

Child development has become a problem in almost every country in the world including Indonesia~ as an illustration of violations in law by the student such as mistreatment to cause death ofperson such as klitih or other violations of the law committed by the student to serious violations of the existing norms. Therefore~ the research aims to determine whether the role ofpolice has been optimal in tackling this criminal act of mistreatment. The research method uses normative research that is legal research focusing on positive law norms in the form ofregulations based on the actions ofthe Yogyakarta Special Police against the students as the perpetrators of mistreatment who caused the death. The result of the research shows that in the action the police have tried many methods to overcome the case of the mistreatment by the students~ especially for klitih but there is found the problem that the children who become perpetrators lose the protection oftheir rights as children. In conclusion~ there is a needfor special rules on the importance ofenvironmental roles and parents to educate children. In addition~ the authors argue the nt!ed for punishment for parents who do not educate properly so that children can commit serious crimes such· as cases ofmistreatment that result in the death ofa person.
