Abstract
The promotion process of appointment in structural positions in Kaimana district has not gone well. This is due to the enormous influence of political interests and emotional closeness. Human Resources and Development Office is expected to solve the problems occurred. This juristic research aims to obtain competent and professional civil servants in their field. The type of research used is empirical law research. In the future, Human Resource and Development Office of Kaimana Regency is expected maximizes its role in managing personnel management in the region in accordance with Law No. 5 of 2014 on State Civil Apparatus. Thus Civil Servants who will occupy structural positions have appropriate educational background, not on the basis of subjectivity, and professionals in their public service.
