Abstract
This paper analyzes to what extent has Wahana Lingkungan Hidup Indonesia (WALHI) Kalimantan Tengah, as an environmental organization, been involved in environmental law enforcement activities conducted in Central Kalimantan Province. The research findings indicate that the efforts of law enforcement conducted by WALHI Kalimantan Tengah are mainly focused in environmental law advocacy and raising people’s awareness towards their environmental rights. WALHI Kalimantan Tengah has never implemented its legal standing to sue in environmental cases. In context of environmental litigations, WALHI Kalimantan Tengah’s involvement is limited only to initiating and facilitating the people of Central Kalimantan in initiating a citizen lawsuit against seven Indonesian and Central Kalimantan government bodies. This would appear to indicate that the intensity of environmental litigations accomodating WALHI Kalimantan Tengah’s involvements is insufficient, especially to accomodate the high number of environmental degradation problems occuring in Central Kalimantan Province. Obstacles faced by WALHI Kalimantan Tengah in conducting environmental law enforcement efforts are divided into five factors: the environmental laws itself, the law enforcer, the supporting facilities, the society, and the legal culture. These factors have big impacts in determining the level of effectiveness of environmental law enforcement efforts conducted by WALHI Kalimantan Tengah.
