Abstract

During the monetary crisis hit Indonesia, which began in mid- 1997, which is marked with the rupiah which fell sharply and global recession, layoffs (layoffs) mass becomes a necessity. Informal employment at the moment of choice, one of them become street hawkers (street vendors). According to Law No. 32 of 2004 on Regional Government, which meant street hawkers (street vendors) are businesses conducting business in a certain time and temporary in the area of road or public facility, using an easy means of transport and trade dismantled pairs. Formulation of the problem of writing this is how the implementation of authority the Civil Service Police Unit in the right the situation of violation of Sleman District Regulation No. 11 of 2004 on sidewalk vendors and what are the constraints faced by the Civil Service Police Unit in the right the situation of street vendors. The purpose of this study was to obtain data about the implementation of authority the Civil Service Police Unit and the data on any constraints faced by the Civil Service Police Unit. The method used is a normative legal research, ie research that focuses on the norms of law (law in the book) to require other data as supporting the main data, which includes interviews with sources. Writing this has some conclusions, namely the implementation of authority by police forces in accordance with civil service regulations, in this case Sleman District Regulation No. 11 of 2004 regarding the sidewalk vendors and constraints faced by any 2, namely the nature of internal constraints and obstacles which are external. The author also has a suggestion of this writing, the local government is expected to soon give place or building to the street vendors as a trading place for no longer use the public road agencies, and Civil Service Police Unit in the right the situation to continue using socio humanist approach.
