Abstract

The objectives of this research are to examine data - whether Standard Minimum Rule for Treatment of Prisoners has been implemented in LAPAS (Penitentiary) Sukamiskin, and to study the factors that cause the prisoners striving for more facilities. This research is conducted through interview process towards The Head of Community Guidance and Staff of General Affairs of Sukamiskin Penitentiary, and Correctional Staff from Regional Office of The Ministry of Law and Human Rights, Bandung.This research applies Normative Method with main focus on regulations, and using deductive process of thinking, from one or more statements to reach a logically certain conclusion.The findings shows that the guidance facilities in Sukamiskin Penitentiary has been appropriate as on Standard Minimum Rule for Treatment of Prisoners, however; there are still a number of prisoners striving for more facilities for their personal needs based on either juridical or non juridical reasons.
