To Understand Obstacle and Solution the Implementation RKL and RPL. Because will affect directly in Continuously the Environment if not to manage well. The research applied normative legal Research, which is focused on positive law in the form of legislation, and the datas Collected by Library research and Interviews with related parties in the Implementation RKL and RPL by Corporation of PT. Pertamina Refinery Unit V Balikpapan. With the existence RKL and RPL held by PT. Pertamina Refinery Unit V Balikpapan as a form Obedient and Compliance the regulation and as a form pollution Prevent in the city of Balikpapan.
