Abstract

This study aims to analyze the legal protection of farmers regarding rice imports. This type of research is Normative Legal Research which focuses on the Law. It can be concluded that preventive legal protection provided by the Government towards farmers related to rice imports, through Law No. 19 of 2013 concerning Protection and Empowerment of Farmers, Law of the Republic of Indonesia Number 18 of 2012 concerning Food and Regulation of the Minister of Trade of the Republic of Indonesia Number 103 / M-DAG / PER / PER / 12/2015 concerning Provisions on the Export and Import of Rice in this case is appropriate but from the side of Government policy, the derivative is the policy of the Minister of Agriculture in the Minister of Trade's policy on import practices, which is clearly inappropriate with the importation of rice which has been set in the Policy above. Thus a good regulation to protect farmers actually collides with its derivative policies
