Abstract

The participation of citizens in an effort to defend the country is one of the rights and obligations that must be fulfilled. This is an important part because it is the role taken to deal with various challenges, threats, obstacles and disturbances both from outside and within the country. In this case, the involvement of citizens in a state defense effort is one of them is a student regiment which of course must be different from the main component, namely the Indonesian national army with the aim to comply with international law rules relating to the treatment of the distinction principle between combatants and non-combatants, but because the provisions regarding components other than the main component do not yet have explicit rules so that the involvement of citizens in this case is the student regiment does not yet have specific rules so it needs to be examined how their status and function are involved in armed conflict For this reason, the research method in this paper is research normative law and the way of data collection is done through library studies with analysis of this study using deductive methods. Finally, with a special conclusion that civilian involvement in armed conflict must be in accordance with the 1907 hague regulations, 1949 Geneva conventions and 1997 additional protocols and by taking into account the mobility system contained in Law Number 27 year 1997 which stipulates the involvement of civilians in efforts National Defense.
