Abstract

Narcotic is needed for treatment and health care, but if misused or not used with standard treatment, especially if accompanied by narcotics illegally will result in adverse consequences individuals or communities. may even pose a serious danger to the life and value - the value of the national culture that would ultimately weaken the socialsecurity. Maintenance of internal security through police efforts to create functions that include maintaining security and public order, law enforcement, protection, shelter, and services to the community made by the Indonesian National Police, but what if the parties were given authority and confidence to maintain security and order involved in the abuse of narcotics. This type of research is used normative legal research is the study of law with abstraction through the process of deduction from the norms of positive law on the issue concerning the systematization of law and positive law judge regarding the problems with this study focuses more on the Crime Prevention Narcotics by Members of the Police Act – legislation 35 of 2009 on Narcotics. Based on the above discussion, the authors conclude that prevention efforts against narcotics offenses by members of police is through the means of penal and non-penal. Non-penal means through police professional code of ethics. Code of ethics for the police are in the running list of obligations as a member of the police profession and binding in practice. In addition to the response by means of a non-penal, also done through penal. Done if the penal sanction has been imposed ethical code 3 (three) times through the trial the police code of ethics will be followed up with a mechanism of public justice.
