Abstract

This thesis is entitled the registration of the transfer of ownership rights to land due to inheritance to realize legal certainty in Semarang Regency. Have the heirs in the Central Java Province of Semarang Regency registered for the transfer of ownership rights over land due to inheritance to guarantee legal certainty in Semarang Regency. There were 22 respondents and data was collected through empirical legal research. Empirical legal research is research that focuses on the behavior of the legal community with research with sociological legal research that sees the law in the real sense of the facts and facts that exist in society through observation, interviews or distribution of questionnaires. The results showed that the registration of the transfer of ownership rights to land because inheritance had not been carried out. In Jambu Village, Jambu District and Ngrapah Village, Banyubiru District. All respondents who received land ownership due to inheritance did not yet have certificates in their own name, the certificate was still on behalf of the heir. Even in Ngrapah Village many respondents did not yet have certificates for the land. The land has never been registered at the Land Office at all. The obstacles for heirs are costs, the heirs reside outside the area (land location), the land has not been divided. Heirs hope the Government will reinstate a mass land registration program at a cheap and affordable cost.
