Abstract

Someone who committed an illegal action could be caused by them by several factors, such as: talent evil memenang file have been since birth so that they cannot be eradicated or also environmental influences resulting in a person must be done evil in order to maintain life and his life. When someone who has committed an action against the law and through legal proceedings, then he ( convicts ) will be in place in an institution called as a correctional institution. A correctional institution having the function as an institution correction is supervising convicts with the aim of realizing his mistake to convict it can and will not commit a crime again. The problems will emerge when a correctional institution could not perform their duties and functions well, so people threatened will reprocability deeds done by a convict. Type this research is research laws empirical and using approach act as a primary law. Besides that also use of law secondary originating from books, articles, proposed law, material from the internet, and research in the field that is in a LAPAS Kelas IIB Sintang.
