Abstract

This research that entitled “ Peran Pemerintah Kota Yogyakarta dalam Mewujudkan Kepastian Hukum Bagi Konsumen dan Pelaku Usaha di Kawasan Malioboro “. This research aims to know the role of the Government of the city of Yogyakarta in realizing the legal certainty for consumers in the Malioboro area and to know the role of the Government of the city of Yogyakarta in realizing the legal certainty to businessmen in Malioboro area. The problems in this research are (1) How the City Government's role in realizing the legal certainty for consumers in the Malioboro area? (2) How the City Government's role in realizing the legal certainty to businessmen in the Malioboro area? This research’s using the empirical methods, that focusing on social facts. From the research can be known that the rule of the Government of the city of Yogyakarta in realizing the legal certainty for consumers and businessmen in the Malioboro it’s established UPT Pengelolaan Kawasan Malioboro . From this research that conducted by the method of empirical research, it can be concluded that in the problems of the first issue, concerning the rule of the Government of the city of Yogyakarta in the embody legal certainty for consumers in Malioboro area haven’t realized. In fact, there are many violation that happened on consuments in Malioboro area, because the surveillance, guidance, and management from Department of industry and trade of Yogyakarta city, not successful implemented as regulated by the law. Meanwhile, in the second problems, has been realized although there are still many violations committed by other businessmen in the Malioboro area. Thereby, many of trade activities which is prohibited by the law, as well the Government has not been doing a socialization concerning how to trade wisely.
