Abstract

This thesis was taken title "The Effect of Regional Regulation Number 2 of 2011 about the Disabled People’s Independence and Prosperity Equality In Providing Protection And Fulfilling The Rights of Disabled People In the District of Klaten'' This research aims to make regarding the execution of Regional Regulation Number 2 of 2011 on Disabled People’s Equality and Independence, it can be concluded as follows: 1. The Apply of the Regulations in the District of Klaten Number 2 of 2011about the Disabled People’s Equality and Independence, its implementation has yet to be implemented to the fullest. Because until now the rights that happen to be the disabled people’s that instructed in the Local Regulation Number 2 of 2011 on Disabled People’s Equality and Independence in the District of Klaten weren’t implemented well. So the logical consequence that the Local Regulation wasn’t able to provide protection and fulfillment of rights for disabled people in the district of Klaten yet. It can even be said that the existence of this local regulation didn’t give any good impact to the lives of disabled people in the District of Klaten. 2. Law structure, which is the law structure here is still no political will agency from the related department officials instructed by local regulations, as well as coordination between authorities to execute local regulations. 3. Law culture that was presented related to the culture of the people who applied to the law in this matter, the society of Klaten, where the culture of the community is related to the characteristics of the community. The characteristics of the community in Klaten generally having the character of legowo or surrender to destiny, so they always follow what was done or not done by the local government without giving any reaction in the form of criticism to local governments concerning their rights that not yet fulfilled by the local government. To obtain and analyze data on a form of protection and the fulfillment of rights for disabled people in Klaten, and the obstacle that encountered in the execution. This way it can answer and extricate the issues of law that exist, in relation to the application of the Regulation in the District of Klaten Number 2 of 2011 on the Disabled People’s Equality and Independence.
