Abstract

Children are one of the national development assets that must be considered and taken into account the quality of life, such as health and the future, because children play a role as a determinant of the future of a nation. Sexual violence is one form of crime that often involves children both as perpetrators and victims.The police have a role to provide protection and service to the community in accordance with their position. This paper examined whether the Yogyakarta City Police Department has tackled cases of sexual violence perpetrated by children in accordance with applicable regulations, and how accountability for perpetrators of sexual violence committed by children. This paper is analyzed by normative legal research methods that focus on the behavior of the legal community. This paper found that the influence of free association and lack of supervision from parents made children free to socialize with anyone who actually had the effect of supporting children to commit sexual violence and children who committed crimes could be held accountable in accordance with Law Number 11 of 2012 , with a restorative justice approach.
