Abstract

One of the plantations that has been developed in Indonesia is rubber plantations. One of the provinces that have the potential for rubber plantations is the Province of West Kalimantan, especially in Landak, Sintang, Kapuas hulu and Kubu raya districts. The rubber plantation has encouraged the development of the rubber industry in Pontianak City. The existence of the rubber industry has the potential to cause waste that results in the form of health problems or environmental pollution in the Kapuas River. Moreover, many companies or rubber industries stand next to each other right next to the Kapuas river so that they are very prone to waste being dumped carelessly into river water media. One company that stands near the Kapuas River is PT. Kota Niaga Raya. Since its establishment in 2013, PT. Kota Niaga Raya is accused of polluting the Kapuas river water. Industrial rubber processing waste from rubber enters or is deliberately disposed of so that it disrupts the main function of the river which causes the community around uneasy because the river water becomes unfit for consumption or for bathing and can cause illness. Pontianak City Environment Agency as an element of implementing regional government tasks in the environmental field. has the duty to protect the environment so that it is maintained and sustainable. In this case maintaining the quality of the Kapuas River water, so that the Kapuas River water can still be used sustainably to meet various human needs and protect the sustainability of living things, flora, fauna, and micro organisms contained in the water. Based on the background of the problem above, the author is interested in conducting a legal research under the title "The Role of the Office of the Environment in supervising the rubber industry as an effort to prevent pollution of Kapuas river water in Pontianak City (Case Study of PT. Kota Niaga Raya)” In this legal research, the writer examines the role of the Department of the Environment in supervising the rubber industry as an effort to prevent water pollution from the Kapuas river in Pontianak. Legal research is carried out using empirical research methods with data in the form of primary legal sources, secondary legal materials and tertiary legal materials. Data collection was carried out with field studies and literature studies, while to analyze data using qualitative analysis comparing data in the field with primary and secondary legal materials. Furthermore, conclusions are drawn with the inductive thinking method that is the way of thinking that departs from a specific knowledge to knowledge that is general by using reasoning, can be stated as a result of research as follows: the lack of human resources or employees of the City of Pontianak's Office of Environment has hampered supervision and law enforcement and and the lack of experts in charge of the installation of liquid waste management in PT. Kota Niaga Raya has hampered handling of liquid waste and the making of environmental management documents in the company. Keywords: control, rubber industry, water pollution
