Abstract
Law of RI No 10/2009 on Tourism has the vision to realize the development of tourism within the framework of sustainable development. Tourism operation should be able preserve nature and environmental sustainability, as well as empowering local communities to improve their social economic welfare. Government as facilitator in empowering rural communities gives fund throught the Tourism National Program for Community Empowerment (PNPM) Mandiri. The number of villages that receive tourism PNPM –Mandiri increased, similarly in the Special Region of Yogyakarta increased from 94 (2010) to 127 (2013) rural tourism. The development of rural tourism is a community movement to their rural commodification. The Commodification from village to rural tourism is amodern movement of rural communities, what the goal of rural tourism commodification isto reduce poverty and increase employment. Commodification cause rural tourism in Bejiharjo, Gunungkidul, Yogyakarta was awarded the best of total tourism in 2012 by the Deputy Minister of Tourism and Creative Economy. Nevertheless, the rural commodification contains an oxymoron concept that is on the one hand, community participation in the management of rural tourism able to overcome the problems of poverty population, but on the other hand power conflicts arise between operators with businessmen travel outside the village. It is instructive to analyze how the community deals with the trend of commodification from rural into a rural tourism as well as the reasons why the community commodification has led to conflicts between travel service operators.
