Abstract

Social welfare is still difficult to achieve by rice farmers in Indonesia, especially in Minggir District. Minggir District is one of the areas that has the biggest livelihood as farmers, especially rice farmers. However, despite being the best region in Sleman Regency in producing rice, it does not guarantee the social welfare of the rice farmers. This study aims to find out how the implementation of 19 2013 Of Protection and Empowerment of Farmers towards the social welfare of rice farmers in the sub-district of Minggir. This research is an empirical study. The type of research data is primary data and secondary data with primary legal materials, secondary legal materials and tertiary legal materials. Data collection techniques in the form of library research and interviews with respondents and speakers. The data analysis method used in this legal research is a qualitative analysis method. The results showed that the implementation of Act 19 2013 of Protection and Empowerment of Farmers on the social welfare of rice farmers in the District of Minggir had not been carried out properly, because the existing social welfare had not been implemented evenly.
