Abstract

The Thesis entitled The Role of the Environmental Service of the Special Region of Yogyakarta Region Goverment in the plan to control environmental damage as a result of the construction of the Yogyakarta toll road. The purpose of this thesis is to find out the role of the DIY environmental service and the constraints faced by the environmental service of the Yogyakarta Special Region goverment. in the plan to control environmental damage as a result of the construction of the Yogyakarta toll road. This type of research in this thesis is empirical legal research, the type of data used in this research is primary data and secondary data, data collection methods used are field studies through interviews and literature studies. The data analysis method is using qualitative techniques. The conclusion of this thesis is the role of the environmental service of the Special Region of Yogyakarta in the plan to control environmental damage as a result of the construction of the Yogyakarta toll road, namely the first, as a team to assess the Environmental Impact Analysis document for the Special Region of Yogyakarta. The second is to supervise the construction process of the Yogyakarta toll road construction so that it runs according to the plan and does not violate applicable regulations. Third, supervise environmental management after the completion of the Yogyakarta toll road construction. Fourth, cooperate with the Transportation Agency in supervising and limiting the amount of emissions and noise levels released by vehicles passing through the Yogyakarta toll road. Fifth, become a mediator when there is a dispute that occurs in the environmental sector. Sixth, to prevent, control and restore environmental pollution or damage due to the construction of the Yogyakarta toll road. As for the obstacles faced by the environmental service in the plan to control environmental damage as a result of the construction of the Yogyakarta toll road, namely the first is the lack of public awareness of the environment, the second is the existence of the Covid-19 pandemic the third is the lack of coordination between regional environmental services Special Yogyakarta with other parties and the fourth is the lack of human resources who are experts in the field of environmental assessment at the DIY Environmental Agency..
