Abstract

Land registration in a complete systematic in the Siak Regency starting from early 2017 until 2025 is targeted at 6500 plots. This program is expected to help in improving of plan construction in the Siak Regency. It also could gives guaranteed of legal certainty and gives protection of the law right over the land for society justly. This is could help for reducing the controversy or conflict of land in the Siak Regency. This research aims to find out and to analyze the implementation land registration of property rights in a complete systematic in the Siak Regency also the obstacle factors in the implementation. The type of this research is empirical legal research. It is focusing on social facts and it directly done by the respondents in Langkai Village, Siak District as the location of the research. The result from research found that the society received certificate of land rights as a result from program that has been done by land agency, even there are some obstacles during the program implementation of registration land in a complete systematic. The conclusion of this research is office lands Siak Regency has set the stage according to the rules and the realization of a legal certainty as one of purpose from land registration
