Abstract

This study aims to find out the Implementation of Complete Systematic Land Registration in Manggarai Regency, with the formulation of the problem that the authors propose is How is the implementation of Complete Systematic Land Registration in Manggarai Regency and the obstacles that occur in its implementation. This research is included in empirical juridical legal research. The legal materials used are primary and secondary legal materials collected through interviews with Mr. Victor Tuati, A.Ptnh as the head of the PTSL team in Manggarai Regency and supported by literature. Analysis was carried out using qualitative methods. The approach used is juridical-empirical, i.e. research carried out in the field then compare it with the applicable legislation. The conclusion of this study is based on the results of the study can be concluded as follows: That Complete Systematic Land Registration is a breakthrough effort in the implementation of land registration in Indonesia. Complete Systematic Land Registration is expected to accelerate the process of granting guarantees and protection of Land Rights throughout Indonesia and one of the objectives of the promulgation of the Basic Agrarian Law will soon be realized. In Manggarai Regency, and also to help the community in obtaining legal certainty over their land. In Manggarai Regency, there are still many people who have not registered their land or have not taken care of their land certificates. It is hoped that with the implementation of the Complete Systematic Land Registration, it is hoped that the community members will want to register their land in order to obtain legal certainty over the land. PTSL activities have been implemented since 2017 and have been able to run well and in accordance with what has been regulated in the legislation, although there are still some obstacles or obstacles in the field.
