Abstract
The purpose of this study is to analyze how the implementation of cycloop mountain rehabilitation is based on the memorandum of agreement, and to find out what are the obstacles faced in the implementation of rehabilitation of cycloop mountain forest area based on the memorandum of agreement. This research is a legal research of Empirical (Non-Doctrinal) Law. Empirical Law Research is "Research in the form of empirical studies to find theories about the process of occurrence and about the working process of empirical law focusing on social facts, where research is conducted through field research and library research. Field research was conducted directly from the interviewees to obtain primary data. Literature research is intended to obtain secondary data consisting of primary and secondary legal materials.
