Abstract
The preparation of Legal memorandum is formulating basic problems with the background that fornication to the child is the action that causes the child to experience the suffering of both physical, mental and social as well as inflict loss of material and Imateriil therefore , the state needs to ensure fulfillment of legal protection needs for children held according to the provisions stipulated in the law of Criminal and 35 year 2014 Jo. Perpu No. 1 year 2016 on the Second amendment of the law No. 23 year 2002 JIS. UU No. 17 year 2016 JIS. UU No. 13 years old 2006 Jo. ACT Number 31 year 2014. This legal writing is arranged in the form of legal memorandum with the following systematics: Position case, legal question, search for legal material, legal analysis, and closed with legal opinion and ecommendation. The results of this writing can be concluded as follows: provisions in the provisions of The legislation has not fulfilled the legal protection needs of children who are victims of criminal offence.
