Abstract

The initial correctional system begins its purpose is retaliation into coaching (inmates as correctional subjects not objects). Based on these thoughts, then since 1964 the guidance system for Prisoners and Criminal Children has fundamentally changed, from a prison system to a penal system. Then in 1995 a new breakthrough was created to apply the idea of Saharjdjo SH who wanted to change he concept of incarceration itself, the new concept was Law No. 12 of 1995 concerning Corrections (Penal Penitentiary), wherein the Act contained a system used to place prisoners in correctional institutions (LAPAS). Placement in prisons also aims to impose sanctions on inmates who have lost their independence and are put into prison, transfer of placement can also be done unless they meet the conditions set out in the legislation. Then the writing method used by the author in writing this thesis is normative with the results obtained regarding the placement of prisoners and the provisions governing the existence of placement of Open Prison class II B Kendal. After that, the writer draws the conclusion that the first is the placement of Open Prison Class II B Kendal influenced by the system of integration and both of the provisions that are used refer to the PeruUan Regulations related to Corrections.
