Abstract
Difficult to get a job because of a lack of individual skills, led to the emergence of ilegal parking officer. This research is a juridical-normative form, which refers with legal norms in the rule of law. In the city of Magelang, Department transportation and Magelang Municipal Police are officers who are criminal law enforcement officers enforce regulations regarding parking arrangements. Criminal law enforcement carried out by the two institutions has mild sanctions so that it does not provide a deterrent effect. Unauthorized illegal parking officer is not optimal There are several obstacles, namely lack of personnel to control, news of plans are spread, legal awareness is low.
