Abstract
Legal writing is Right to Build over land of Right to Manage in marina district housing at Semarang city. The problem formulation is Can Rights to Build over land of Rights to Management for residences in the Marina Area be upgraded to Rights to own. This legal writing is empirical research. Rights to build on land rights to manage for residential houses in the Marina Area Housing cannot be upgraded to Rights to own because until now the letter of recommendation to increase the Right to Build on land Right to manage into Rights to own has not been given by IPU. CO.
