Abstract

This thesis describe about the role of the waste bank in waste management as an effort to prevent environmental pollution in the city of Yogyakarta. Waste bank program is a collaborative action in order to increase knowledge and behavior to manage domestic waste. At Lintas Winongo and Promas Waste Bank, waste bank effectively and continuously implemented because using society centered collaboration model. Administrator actively initiate collaboration with many actors. Lintas Winongo and Promas Waste Bank administrator is members of society. Therefore, Lintas Winongo and Promas Waste Bank use society centered collaboration model. The aims of the research are to explain form, the role of waste bank administrator and the factors that determine society centered model collaboration implementation at waste bank management. This research used qualitative approach and descriptive method. The Researcher used observation and in depth interview to collect primer data. The key actors in collaboration are waste bank administrator, environmental agency of Yogyakarta City, waste collector. The research show the administrator is main inisiator and activator in collaboration. The collaboration form is informal. The collaboration is not institutionalized by contract or MoU. Communication between actors is not done regularly trough formal forum or specific meeting. The administrator has important and dominant role to drive collaboration. The administrator has a role to build communication between the actors. The administrator develop trust and shared understanding between the actors. So that, legitimation and commitment between the actors are created. The factors that determine society centered model collaboration implementation are process transparency, clear ground values, and participatory inclusive.ness.
