Abstract

Government’s role in the regional arrangement based on Ende District’s Local Regulation No. 11 the Year 2011 related to the spatial plan. How is the government’s plan in arranging the region, what are the obstacles faced by the government in facing the society related to house construction that didn’t fit the spatial plan or wasn’t used in accordance with its function. The type of this research is empirical law. In this type of research, there are primary and secondary data. Secondary data consists of primary and secondary legal materials. In this empirical law research, data is collected from the interview with the speakers whose competency was inlined with the title of this thesis. Conclusions were taken from deductive thinking which come from a general proposition and a general truth which was known and ended in a specific way, saying that the conclusions were considered new knowledge. The government’s role in applying the spatial plan in Ende City District has been executed well. Though, there were still many house constructions weren’t suitable for the spatial plan. Ende District’s government haven’t done the approach towards society to do the fixing process neither to run their plan upon the Local Regulation No. 11 the Year 2011 about the spatial plan. Therefore, the local regulations haven’t been executed effectively by the government and its ranks which are the Regional Development Planning Office, Environmental Service, Public Works Service, and Urban Planning Department. This can be seen from many people that disobey the construction procedure and the lack of daily monitoring from the governmental services. In the construction process, society wasn’t able to participate fully in the improvement of spatial and urban planning. The government cannot completely fulfill its role because of the disagreement from the society itself.
