Abstract

Indonesia is a state of law. In a constitutional state, law is used as the main basis for moving every life in society, nation and state. Gambling in Indonesia is criminal act regulated in 303 KUHP and Republic Indonesia Law No. 7 of 1974. Togel gambling is a form of dark totoan (betting) game, which is a form of betting money by guessing the numbers that will come out. Togel gambling is one type of gambling that exists in the community of Pematang Siantar city. In UU No.2 of 2002 concerning the Police of the Republic of Indonesia, the functions and duties of the Police are established. In this case the police are one of the main elements of the judicial system which have a key role in preventing and overcoming crimes that must be carried out and properly without any uncertainty because in the law the police have the duty and authority to state that the police have the responsibility to deal with all acts. in the form of preventive or preventive measures, the Police of the Republic of Indonesia have heavy duties due to the overall security and security of the country. The role and efforts made by the police in tackling crime of togel gambling can be seen from the efforts made by the Police in carrying out their duties either pre-emptively, preventively or repressively. In a preventive effort, the police carry out regular and continuous patrols and surveillance, and put up banners about the dangers of lottery gambling. In a repressive effort the police catch the perpetrators of the togel gambling crime, while the police pre-emptively do it by instilling good values / norms to the community through the delivery of messages of security and public order (kamtibmas) in churches and mosques, Bhayangkara supervisors, security and public order (Bhabinkamtibmas), as well as providing legal counseling at village offices / houses of community leaders, leaked information that makes it easy for gamblers to escape.
