Abstract
The thesis, entitled Land Ownership Status of Kumitir Site in The Trowulan Cultural Heritage in Mojokerto District, used legal norms as the primary data and legal facts and literature as the secondary data. In doing the research, the author conducted literature study and interviews. The legal facts were obtained from interviews with Kumitir Site excavation expert team leader. Positive norms as primary data analytics consisted of description, systematization the positive legal norms, grammatical legal norms interpretation, legal norm open system analytics and the positive legal norms evaluation. The secondary data was understood, described, and analysed by the author. To draw conclusion, the author used deductive method. The conclusion from the thesis was that the land did not belong to the state yet because the excavation had not been completed. The excavation process was based on leases. After all of the excavation processes complete, the land, which is a part of Kumitir Site, will be owned by the state as regulated in constitution.
