Abstract

The purpose of this research is to find out the implementation of the cooperation agreement between the government of the district of Kulonprogo with PT. Sumber Alfaria Trijaya Tbk about the cultivating and protection traditional markets. For another purpose is to know about the application of sanctions for modern store that are operating without participating in the agreement. The formulation of problem in writing this is how the implementation of that cooperation agreement and how the application of sanctions for modern store without regard the regulation. The research is using empirical law methods and used data from interviews also from laws, legal opinions, and document. The data was obtained from result of literature study also from primary and secondary legal material. This thesis uses an inductive method for making a conclusion. The conclusion of this thesis is that application of the agreement has reached the goal of Kulonprogo District Regulation Number 11 of 2011, but found a weakness from the establishment of modern store and Tomira which doesn’t fit with District Regulation 14 Letter c.
