Abstract

The arrangement to the mastery of land in forest areas is a part of the the 2015-2019 nawacita of President Joko Widodo to embody the agrarian reform which becomes the source to the land of agrarian reform object or known as TORA. This arrangement has only been applied for settlements, public facilities, social facilities and arable lands. This matter is being regulated through the republic of indonesia presidential regulation number 88 year of 2017, about the arrangement to the mastery of land in forest areas. It is being applied to 130 districts all over Indonesia. Inventory and Verification is being done by a team that was formed by the government, called the inver team. This research is a empirical legal research which focuses on social facts so that the sources of the data used comes from primary, secondary and tertiary datas. The results from this legal writing is the implementation of inventory amd verification to the said arrangement in the downstream branch, which has been done accordingly to the law, but, there are several obstacles that the inver team had to face in its implementation, such as the lack of time in processing the data implementing inventory and verification in the downstream branch remembering that the members from the inver team is not comparable with the data that will be processed.
