Abstract

The title of this thesis is the Consumer Protection of PT Telkom Indonesia (Persero) Tbk Against the Poor Network of IndiHome Services in Klaten Regency, Central Java. This thesis analyses the fulfillment of consumer rights and the standard contracts of IndiHome. The development of technology resulted in everyone needing the internet. In Indonesia, internet users are growing each year. PT Telkom Indonesia (Persero) Tbk is an internet service provider that provides a wifi network named IndiHome. The internet services provided by PT Telkom Indonesia (Persero) Tbk does not always well provided and runs smoothly, therefore the purpose of this thesis is to know the protection toward PT Telkom Indonesia (Persero) Tbk's consumers against IndiHome's bad network internet services in Klaten Regency, Central Java. This research is empirical legal research supported by primary and secondary data. The primary data were obtained from interviews and questionnaires, while the secondary data was obtained from regulations, the internet, journals, and legal facts. After the primary data were analysed qualitatively and quantitatively, the secondary data were described using sentences describing the data. After primary data and secondary data conclusions can be drawn using the deductive thinking method, namely conclusions that have been known and ended up in a special event. Based on the results of the research and discussion that the author has made, it can be concluded that PT Telkom Indonesia (Persero) Tbk's consumer protection against IndiHome's bad network services in Klaten, Central Java in connection to the fulfillment of PT Telkom Indonesia (Persero) Tbk’s consumer rights still needs improvement so that the consumer’s rights can be fulfilled to the maximum. In the case of IndiHome's contract regarding the responsibility of PT Telkom Indonesia (Persero) Tbk, in this case, IndiHome violates Article 18 paragraph (1) regarding the transfer of responsibility of business actors.
