Abstract

This thesis discusses the the theft of two-wheeled vehicles by the community in Simalungun. This study aims to determine the factors that cause motorbike theft crimes committed by the community in Simalungun Regency and to determine the efforts that have been made by the Police in minimizing the occurrence of motor vehicle theft crimes in Simalungun. The method used in this research is juridical normative, which refers to the legal norms contained in statutory regulations and court decisions as well as legal norms that exist in society, focus the research produced descriptive data in the form of written and spoken words and analyzed inductively. The results of the study show that: (1) The factors causing motor vehicle theft, especially in Simalungun Regency, are economic, educational, environmental, weak law enforcement and also cannot be separated from the negligence of motor vehicle owners. These factors interact and influence each other (2) Efforts made by law enforcement officials to minimize the occurrence of motorbike theft crimes in Simalungun Regency are preventive and repressive measures. Preventive measures are one of the ways shown to prevent crime, such as socialization and conducting patrols. Meanwhile, repressive measures are to take action against the perpetrators of crimes according to their actions and to correct them again so that they are aware that the actions they have committed are illegal and detrimental to the community, these actions include arrest, detention and the process of transferring the case to court.
