Abstract

Sanggau is one area in West Kalimantan province which has the potential traffic problems. The high number of traffic violations motorcycle users in the District of course very worrying. It is therefore necessary police efforts Traffic Police as the competent authorities to make efforts in the prevention of traffic violations. The purpose of this study was to determine the effort and constraint faced by the traffic police in the prevention of traffic violations by motorists in the District of West Kalimantan as well as ways to overcome these obstacles. This type of research is normative. Data collection methods used were interviews and literature study. Data analysis was done qualitatively. The results showed that the efforts of traffic police in the prevention of traffic violations by motorists in the District of West Kalimantan is based on Law Number 22 of 2009 primarily set out in Article 12 of the tasks and functions by performing the counseling and guidance to the driver and child traffic school-age children, regularly held mass manufacture of the SIM in schools with a more affordable cost, held a traffic patrol on a regular basis and imposing sanctions on violators of the motorcycle according to the offense committed. Application of Law Number 22 of 2009 in the field is constrained in the implementation of sanctions where the witness is still there is a choice between imprisonment or fines so that people who commit violations of traffic would prefer to pay a fine so there is no deterrent effect for the offender. Efforts to overcome the obstacles faced by the traffic police in the prevention of traffic violations by motorists regulated in Law Number 22 of 2009 as stipulated in Article 12. In West Kalimantan, the District Traffic Police held a counseling-counseling to members of the police to be more adherent to the existing regulations so that it can be a role model for society at large and provide good service to the community, conducted a survey of facilities and infrastructure are lacking and what needs to be improved. The author can provide recommendations that need to be strict enforcement of traffic violations that have the potential to traffic accidents and is expected to provisions governing sanctions for violators of traffic needs to be revised, especially the issue of sanctions.
