Abstract

The subject of human law is any person who has the ability to support the rights and obligations.Disabilities is also the subject of law. It can be seen from the Law No.4 of 1997 concerning Disabled Persons, Government Regulation No.43 of 1998 on Improving Social Welfare for People with Disabilities and the MPR RI No. XVII/MPR/1998 on Human Rights. Legislation is intended as a cornerstone in ensuring the basic rights of people with disabilities as subjects of law, and ensuring equality in treatment without discrimination on any ground for welfare. One form of protection in the regulation, set about improving the welfare of disabled persons related to the equalization of opportunities in the field of employment. This research service titled review of the role of manpower and transmigration in the implementation of the placement of disabled workers in the district of Bantul using juridical empirical legal research methods to the specifications of analytical descriptive study.Determination of the sample used was purposive sampling and data collection techniques using primary and secondary.Methods of data analysis is a method of qualitative data analysis. The factors that become barriers to the Office of Manpower and Transmigration in Bantul district in the implementation of the expansion of employment programs and the empowerment of disabled workers is a factor in people with disabilities, limited employment opportunities, the company cares about the obligation of employing disabled people, not the availability of budget regular funding, lack of inter-agency relationships Unified Efforts are made to overcome these obstacles, namely the government Doing Socislization of Low No. 4 of 1997 concerning Disabled Persons and PP No. 43 of 1998 on efforts to improve social welfare with disabilities, Optimizing the intrastructure that already exists in the progam of job training and empowerment of people with disabilities. Promoting cooperation in an integrated manner with other agencies engaged in the social. Office of Manpower and Transmigration Bantul district will be more proactive in seeking employment with disabilities.
