Abstract

The implementation of Denpasar City Government authority in controlling soil water use by hotels based on Government Regulation Number 82, 2001 about Water Quality Management and Control of Water Contamination. Problem of this research is how the implementation of Denpasar City Government authority in controlling soil water and any obstacles encountered in implementing the Government's authority in controlling Denpasar soil water use by hotels. The purpose of this research is to examine how the implementation of the overnment's authority in controlling Denpasar soil water utilization and to find out the constraints encounterde by the Government in implementing its authority Denpasar controlling soil water use by hotels. Implementation of the Government's authority in Denpasar controls the soil water conducted by the Environment Agency and the Department of Public Works, Environment Agency has conducted conservation by requiring employers to make hotel conservation efforts such as creating or absorption wells biopori holes to increase the potential for soil water. Public Works Department of Water Resources in accordance with its authority as a technical institute to providing technical recommendations to the Mayor of Denpasar on soil water basin in. Socialization of the negative impact of excessive ground water use should be intensified so that the growing awareness of communities to be more wise in utilizing water resources, especially soil water. Denpasar Government should immediately make strict regulations on the utilization of soil water in order to provide a deterrent effect for violating the utilization of soil water.
