Abstract

This research is about the irregularities in the use of the principle of universal helmet for motorcycle riders, especially Abdi Dalem Sultan's Palace. Police as a government agency has a function toenforce the law in order to create traffic safety. As a result, AbdiDalem people including the Sultan's Palace would feel moresecure and comfortable on the road by using the helmet as asafety tool. Purpose of this research is to understand and to collect datarelating to activity criminal law in the principle of universal distortion and to know the possibilities. Research is the normative legalresearch that focuses on norms and legal materials as the primary data, those who reach the action, law books and relateddictionary to find meanings that are found during the study. Authors conducted research in the area and the Police Yogyakarta Resort. The results of this study is that the deviation isvery possible because DIY is a cultural city in accordance with Article 28 I paragraph (3) of the Act of 1945 and that policy in this regard contained in Law Number 22 Year 2009 did not cover thewhole society in Indonesia by looking at cultural factors inYogyakarta. Finally, the author provides advice to the police of the Republic ofIndonesia to set provisions should be more comprehensive anddetailed in a regulation.
