Abstract
For more than five decades, the case of massacre and mass violence that happened in Octoaber 1965 and the years that followed have never been resolved. Those incidents were understood as a horizontal conflict, triggered by public anger against the Indonesian Communist Party (PKI) which was accused as the mastermind of G30S—the term to describe the murder of seven army generals. Post-reform, an alternative history developed and showed that the military supported these violences, under Soeharto’s orders, by making some orders and regulations to kill and torture more than a million people who were involved or suspected of being involved with PKI. These policies contain a lot of stigmas which discriminate hundreds of thousand of people until this day. Therefore, this research was written to describe some kind of regulations have been left by Orde Baru which are still very potential to discriminate against the victims and their families. This research used normative methods with victimology as the basic analysis to learn and describe any regulations that still discriminate the victims and their families, and aimed to fill the blind spot of the research about massacre and mass violence of October 1965 also its stigmas.
