Abstract

This research is titled Legal Protection of Mural Artists for the Right to Freedom of Public Opinion Regarding Central Government Policy in Handling the COVID-19 Pandemic in Indonesia. The issues discussed in this study are how the Legal Protection of The Right to Expression and Freedom of Expression expresses the opinions of mural artists against government policies in handling the COVID-19 pandemic and the solutions that can be offered to the government to ensure the right of expression and channel opinions by mural artists. This research method in legal memorandum writing uses qualitative research methods and uses legal analysis techniques by abstracting legal facts, associating with relevant legal materials and establishing legal arguments by applying or interpreting the rule of law. The theoretical basis in this legal memorandum uses karel Vasak's theory of development of human rights thinking, in addition there are other regulations related to restrictions on freedom of expression regulated in both the instruments of national law and the instruments of international law that are generally accepted. The legal conclusion of this memorandum the government should not remove these murals unless the content violates the general norms and morals of society and the government should be able to elaborate with mural artists in terms of socialization of public policy in public spaces so that there is a reciprocal relationship so that mural artists get awards in the form of economics for the work.
