Abstract

This research was conducted on the role of society in waste management in Tarutung City based on Law Number 18 of 2008 concerning Waste Management. According to the Law on Waste Management, waste can be managed into a new resource and in the implementation of waste management, the role of the community is needed. The analytical method used in this research is empirical, where data is obtained from regulations and legislation related to waste management, books, journals, internet, interviews with the Head of Waste Management, B3 Waste and Environmental Capacity Building, North Tapanuli Regency Environmental Service, Head of the Waste Management Section of the North Tapanuli Regency Environmental Service, and the surrounding community in Tarutung City. The conclusion of this study is that the community's role in waste management in Tarutung City has not been used effectively in accordance with Article 28 paragraph (2) of the Waste Management Act. The obstacles in waste management in Tarutung City are due to waste management still using the old paradigm, no waste sorting activities, lack of public awareness, and lack of public knowledge. The solution that can be offered in waste management in Tarutung City based on the mandate of the Waste Management Act is through an environmentally friendly Digital Startup service through the MallSampah application.
