Abstract

Industry is one of the facilities that play an important role in improving the economy in Indonesia. The actors in the industrial sector are entrepreneurs and workers. In an employment relationship between employers and workers based on a work agreement which has elements of work, wages, and orders. Based on Article 1 Paragraph 16 of Law Number 13 of 2003, industrial relations are a system of relations formed between actors in the process of producing goods and/or services consisting of elements of entrepreneurs, workers/laborers, and the government based on the values of Pancasila. and the 1945 Constitution of the Republic of Indonesia. The relationship between employers and workers does not always go well, where sometimes employers and workers do not always have the same opinion, so that differences of opinion between employers and workers can lead to industrial relations disputes. Industrial relations disputes so far have occurred because no agreement has been reached between employers and workers. As it is known that carrying out executions is not an easy matter, as is the case in carrying out the execution of Industrial Relations Court Decisions. There are many factors that hinder the implementation of the Industrial Relations Court's decision, including the absence of goods or assets that can be submitted for execution, especially if the respondent for execution is a business entity. Such as the dispute between the State-Owned Enterprise PTPN II and 17,179 employees, in which PTPN II has not implemented the contents of the decision Number 75/Pdt.SusPHI/2019/PN.Mdn.
